Do you need to build with Visual Studio 2019? I think I had found that it was easier to build using the Devkit that comes with a Ruby installation. The errors imply that they need all the packages to be installed which are likely to be easier on a mingw installation... hopefully someone else has better advice for VS 2019. Best regards, Mohit.
