We will not give away your email address to anyone, who is not related to the operations of ruby-lang.org.
The comma between "anyone" and "who" indicates that the relative clause "who ..." is used in non-restrictive usage. In other words, this sentence means:
We will not give away your email address to anyone (at all). (By the way,) No one is related to the operations of ruby-lang.org.
Most likely, you intended restrictive usage, in which case you need to remove the comma. 2
... we use those files for debugging and statistical purposes.
This sentence (at least weakly) implies that ruby-lang will use those files **at least** for debugging and statistical purposes, and **may (or may not) use them for something else**. I think what you intended was:
... we use those files **only** for debugging and statistical purposes.

You need to insert "to" after "refer". 4 In the above, you have "Usage" and "Pages" capitalized, which suggests that the phrase is an exact citation. However, what seems to be the corresponding phrase in the linked page is:
Limits on use of GitHub Pages
which is different. You either need to replace "Usage limits of GitHub Pages" with the exact phrase as above, or spell it in your own words without capitalization like "**the** usage limits of GitHub pages". 5
Some sites under ruby-lang.org (e.g. bugs.ruby-lang.org) uses cookies to keep track of user preferences.
